The so called directions are terrible incomplete.

This is a great idea but not a very good tutorial or instructions. Unclear about each step and measurements and even how to finish it off or how to make/install the neck band and how to install the elastic! It's way too short for a dress for many women but would make a lovely top. But I can't imagine how any beginning seamstress would not be lost with this and would not have major trouble following the directions or know exactly what to do or not do. And having to do conversions from metric is a pain. Both measurements should be included which is easier to do on that end by the one making the tutorial than by each person on the sewing end. A more experienced person might could figure all this out more easily and make it work, but even that is debatable. Directions would not be considered clear or simple to many folks. Way too much trouble involved to figure it all out and adapt pattern to one's own needs.

It IS a dress, if you actually look, directions are clear simple, starting one tomorrow!

This looks like a blouse. I think I'd add another trapezium--not quite as full--using the narrow part for the hem of a skirt to the knee. A simple elastic waist would be hidden under the blouse.
